Independent quality compliance auditing

Community Link is currently contracted by the Queensland Department of Child Safety to conduct Independent External Assessments (IEAs) of child protection placement services across the state. The IEAs are required under the Child Protection Act 1999, and the outcomes are considered by the Department in decisions about the licensing of the placement services.

The nature and location of the services vary, and include –

  • Residential care services
  • Foster care services
  • Specialist foster care services
  • Supported independent living services for young people.

  • The key orientation of the IEAs is to examine the level of compliance of each service in terms of the Child Safety Standards. These Standards are designed using the Foundations First® framework. The placement services are asked to initially undertake a self assessment, and to address any areas that require attention. Following an application for a license, Community Link is commissioned by the Department to undertake the IEA, and to report accordingly.

    This work has involved consideration of many of the variables and complexities inherent in the services sector, including variations in service types, organisational size and circumstances, and the focus of organisations on the needs of Indigenous children, young people and families.

    Community Link uses a team of trained people to undertake is external quality review work for the Department of Child Safety. It uses its own Foundations First® audit software and related checklists to assist in managing the IEAs.
